Citizens and Communities Creating Change (C4) Vision is to transform the lives of those residing in impoverished and underserved neighborhoods by establishing community partnerships among organizations and incorporating or enhancing community services and programs to meet the physical, social, economical, and spiritual needs of residents and citizens.
